कौशल्य विकास प्रशिक्षण : जिल्हानिहाय मागणी आधारित अभ्यासक्रम आणि उपलब्ध प्रशिक्षण संस्था
कुशल महाराष्ट्र रोजगारयुक्त महाराष्ट्र :
कौशल्य, रोजगार, उद्योजकता व नाविन्यता विषयक राष्ट्रीय व राज्यपातळीवर धोरणांचे संनियंत्रण, नियोजन व प्रभावी अंमलबजावणी व्हावी या दृष्टीने कौशल्य विकास संबधित सर्व योजना महाराष्ट्र राज्य कौशल्य विकास सोसायटी (MSSDS) या नोडल संस्थेमार्फत राबविण्यात येत आहेत.
कौशल्य विकास प्रशिक्षणासाठी इच्छुक १५ ते ४५ या वयोगटातील उमेदवारांना विविध योजनांतर्गत कौशल्य विकासाचे रोजगाराभिमुख प्रशिक्षण देण्यात येते. खालीलप्रमाणे मुख्यत्वे २ प्रकारचे प्रशिक्षण देण्यात येणार आहे -
१. अल्प मुदतीचे प्रशिक्षण (Short Term Training): रोजगारासाठी आवश्यक ते कौशल्य आत्मसात करण्यासाठी इच्छुक असणाऱ्या उमेदवारांसाठी NSQF संलग्न विविध अल्प मुदतीच्या अभ्यासक्रमांचे प्रशिक्षण देण्यात येते. यामधील अभ्यासक्रमांचा प्रशिक्षण कालावधी सर्वसाधारणपणे ६०० तासांपर्यंत आहे. तद्नंतर त्रयस्थ संस्थेमार्फत मूल्यमापन केले जाते. यशस्वी उमेदवारांचे प्रमाणीकरण करण्यात येते. त्यानंतर यशस्वी उमेदवारांना रोजगार / स्वयं रोजगाराच्या संधी उपलब्ध करून देण्यात येतात.
२. पूर्व ज्ञान मान्यता (Recognition of Prior Learning - RPL): पारंपारिक किंवा प्रत्यक्ष कार्यानुभवातून कौशल्य धारण केलेल्या उमेदवारांच्या कौशल्याचे प्रमाणीकरण या Recognition of Prior Learning - RPL प्रकाराअंतर्गत करण्यात येते. यामधील अभ्यासक्रमांचा प्रशिक्षण कालावधी ४ ते ८० तासांपर्यंत आहे. प्रशिक्षणानंतर त्रयस्थ संस्थेमार्फत मूल्यमापन केले जाते. यशस्वी उमेदवारांचे प्रमाणीकरण करण्यात येते.
Mobilization & Demand Aggregation Form
Short Term Skilling (STS) : This type of training consist of Skill Development Training of NSQF aligned courses to mainly fresher candidates. Maximum Training duration is upto 600 hours. Eligible candidates within the age group of 15 - 45 years can enroll themselves for short term skilling. After training by selected Training providers, there will be an assessment by Assessment agency. Successful candidates will be awarded Certification. Employment / self employment opportunities will be provided to successful candidates.
Recognition of Prior Learning (RPL) : Recognition of Prior Learning (RPL): RPL is mainly for those candidates who are already employed / self employed but not having formal Certification. These candidates need to undergo Orientation and or Bridge training with duration of Minimum 4 hours to maximum 80 hours. Preferred age group is 15-45 years. After assessment, successful candidates will be awarded Certification of respective Sector Skill Council.

कुशल महाराष्ट्र रोजगारयुक्त महाराष्ट्र :
आरोग्य क्षेत्रात काम करण्यास इच्छुक असलेल्या पॅरामेडिकल क्षेत्रातील कौशल्य विकास प्रदान करून रोजगाराच्या संधी उपलब्ध करून देण्यासाठी “मुख्यमंत्री महाआरोग्य कौशल्य विकास कार्यक्रम” ही अभिनव व महत्वकांक्षी योजना तयार करण्यात आली आहे. याकरीता महाराष्ट्र राज्यातील वैद्यकीय महाविद्यालय, शासकीय रुग्णालय तसेच उत्कृष्ट खाजगी रुग्णालयांच्या समन्वयाने प्रशिक्षण केंद्र कार्यन्वित करण्यात आली आहेत.
कौशल्य विकास प्रशिक्षणासाठी इच्छुक १8 ते ४५ या वयोगटातील उमेदवारांना मुख्यमंत्री महाआरोग्य कौशल्य विकास प्रशिक्षण कार्यक्रमातंर्गत कौशल्य विकासाचे रोजगाराभिमुख प्रशिक्षण पुढील ३ महिन्यात देण्यात येईल.
या कौशल्य विकास प्रशिक्षण कार्यक्रमातंर्गत अल्प मुदतीचे प्रशिक्षण (Short Term Training) रोजगारासाठी आवश्यक ते कौशल्य आत्मसात करण्यासाठी इच्छुक असणाऱ्या उमेदवारांसाठी आरोग्य क्षेत्रातील NSQF संलग्न विविध अल्प मुदतीच्या अभ्यासक्रमांचे प्रशिक्षण देण्यात येते. यामधील अभ्यासक्रमांचा प्रशिक्षण कालावधी सर्वसाधारणपणे ६०० तासांपर्यंत आहे. तद्नंतर त्रयस्थ संस्थेमार्फत मूल्यमापन केले जाते. यशस्वी उमेदवारांचे प्रमाणीकरण करण्यात येते. त्यानंतर यशस्वी उमेदवारांना रोजगार / स्वयं रोजगाराच्या संधी उपलब्ध करून देण्यात येतात.
Mukhyamantri MahaAarogya Scheme
An innovative and ambitious scheme "Mukhyamantri Maha-Aarogya Kaushlya Vikas Prashikshan Kaarykram" has been formulated to provide employment opportunities by providing skill development in the paramedical sector to those who are willing to work in the health sector. For this, training centers have been set up in coordination with medical colleges, government hospitals and excellent private hospitals in the state of Maharashtra.
Candidates in the age group of to 45 years who are interested in skill development training will be given employment oriented skill development training under CM Health Care Skills Development Program in next 3 months.
Short Term Training Under this Skill Development Training Program, various short term courses affiliated to NSQF in the field of Health-Care are imparted to the candidates who are interested in acquiring the skills required for employment. The training duration of these courses is generally up to 600 hours. It is then evaluated by a third party. Successful candidates are certified. Successful candidates are then provided employment / self-employment opportunities.

Skill, Employment, Entrepreneurship and Innovation plays a key role in holistic development of a youth. The young population that are ready to be skilled and a demand for skilled labour from the industry gives an impetus to the economic development of the country. The skill development mission could redefine the skill landscape of the country by providing employment opportunities to the youth, giving them dignity of labour and leading the country towards the rapid economic growth as envisaged. In more ways than one, Skill India will act as the catalyst for other major initiatives such as Digital India, Make in India, Smart Cities etc. It is important to recognize the interdependence of these initiatives and active involvement of various stakeholders in making it happen.
With a vision to integrate skill development initiatives, employment opportunities and encourage self-employment, Maharashtra Government has launched the Mahaswayam Portal. With an increasing mismatch between the industrial requirements in multiple sectors and skills acquired by unemployed youth, this portal brings together the skill aspirants, job seekers, training providers and employers under one umbrella. My endeavor is to align human resources dividend of the state with industries, service sectors and state growth. The Mahaswayam Portal will not only provide students to undertake specialized training but also help them in channelizing their job requirements.
Even after completing courses, youths are unable to find suitable jobs matching their qualifications. Under the integrated portal, a mechanism is provided to ensure that the skilled youth are available for the industry and get jobs in desired sectors or are self-employed for a sustainable living.
I extend my all round support to the cause of providing the youth right skills and employment opportunities.

In a nation where about 4% population is vocationally trained, transforming the skill ecosystem to become aspirational and making it responsive to needs of both industry and society will require an overhaul of the existing system. India being one of the fastest growing economies in the world, there is a palpable shortage of skilled manpower in the country. It therefore becomes necessary to emphasize of skill development, job opportunities and promote self-employment not only in the country, but also in the State of Maharashtra which is India’s second-most populous state. In the current scenario, there is a need to link the skilled youth with the employers and industries to reduce the increasing mismatch between the demand and supply of the skilled workforce. To combat this challenge, Skill Development & Entrepreneurship Department has launched the Mahaswayam Portal, to channelize and link the job seekers, employers, industry players and skilled youth under one common platform. This is one of the kind of initiatives by the State government which will enable the State to achieve its set target of Skill India Mission. I extend my support and good wishes to the department.

Right to Information Act 2005 mandates timely response to citizen requests for government information. It is an initiative taken by Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions to provide a– RTI Portal Gateway to the citizens for quick search of information on the details of first Appellate Authorities, PIOs etc. amongst others, besides access to RTI related information / disclosures published on the web by various Public Authorities under the government of India as well as the State Governments.
The basic objective of the Right to Information Act is to empower the citizens, promote transparency and accountability in the working of the Government and make our democracy work for the people in real sense. It goes without saying that an informed citizen is better equipped to keep necessary vigil on the instruments of governance and make the government more accountable. The Act is a big step towards making the citizens informed about the activities of the Government.

1 THE PARTICULARS OF ORGANIZATION, FUNCTIONS AND DUTIES
1.1 Aims and Objectives of Maharashtra State Skill Development Society:
The aim of skill development in the state is to support achieving rapid and inclusive growth through:
- Enhancing individual’s employability (wage / self-employment) and ability to adapt to changing technologies and labour market demands.
- Improving productivity and living standards of the people.
- Strengthening competitiveness of the state.
- Attracting investment in skill development.
- Create opportunities for all to acquire skills throughout life, and especially for youth, women and disadvantaged groups.
- Promote commitment by all stakeholders to own skill development initiatives.
- Develop a high-quality skilled workforce/entrepreneur relevant to current and emerging employment market needs
1.2 Mission and Vision of Maharashtra State Skill Development Society:
- Increasing capacity and capability of skill development programs.
- Harnessing inclusivity and reduce divisions such as male/female, rural/urban, organized/unorganized employment and traditional/contemporary workplace.
- Supporting the supply of trained workers who are adjustable dynamically to the changing demands of employment and technologies
- No discrimination between private or public delivery and places importance on outcomes, user’s choice and competition among training providers and their accountability.
- Establishing a framework for better coordination among various Ministries, States, industry and all other stakeholders.
With contribution of about 13% to the Gross Domestic Product & with a share of 9.28% in the national population, Government of Maharashtra has set a vision of equipping 45 million persons with employable skills by the year 2022.
1.3 Background of the Maharashtra State Skill Development Society:
- Skill Development has been spelt out as the need of the hour and for this purpose the target of creating 500 million skilled people by 2022 has been set.
- Government of Maharashtra also has prioritized the Skill Development mission and set a vision of equipping 45 million persons with employable skills by the yearasAS 2022.
- To achieve this Skill Development Mission , Government of Maharashtra also has prioritized the Skill Development mission and set a vision of equipping 45 million persons with employable skills by the year 2022the state of Maharashtra, under society registration act 1860, “State Management Committee of Skill Development Initiative for Maharashtra State” was registered on 15th February 2011.
- In the Governance Council meeting, it was decided to name this agency as ‘Maharashtra State Skill Development Society’.
- Maharashtra State Skill Development Society, established ., is a Single Nodal Agencyfor planning, execution & monitoring of Skill Development Initiative of Government of Maharashtra.

1.4 Key Functions of Maharashtra State Skill Development Society:
- Prepare Maharashtra State Skill Gap Assessment Report & Skill Development Action Plan.
- Support State Departments & District Skill Development Committees in formulation and implementation of Annual Skill Development Plan.
- Empanel & ensure suitable accreditation & gradation of the public & private skill training providers and conduct concurrent assessment of training providers to ensure quality of training.
- Support and provide assistance to Directorate of Employment & Self-Employment in establishing a dynamic Labour Market Information System & launching of the stakeholders’ web portal.
- Implementation of innovative skill development programs.
- Support counselling activities, awareness & guidance programs for the workforce in unorganized sector.
- Arrange workshops and brainstorming session for the key stakeholders.
- Enter into partnership with national & international agencies working in the field of skill development.
- Organize study tours for understanding of the best set of national and international practices and experiments in the field of skill development.
- Encourage active participation of the public sector undertakings, private sector and civil society through feasible and productive partnerships.
- Appoint a “Maharashtra Skill Mission Ambassador” for the representation of the Skill Development Initiative.
- Support all initiatives with the objective of motivating the youth towards vocational stream of education from pre-SSC level onwards.
- Take all appropriate initiatives and actions in line with the state skill development mission.

2.2 Duties of Employees:
- Provide strategic vision & pathway aligned with the guidelines provided by the Chairman & Member Secretary
- Develops and maintains a detailed mission schedule which includes administrative tasks and all KRAs involved within the mission
- Responsible for coordinating various mission activities, liaising with various stakeholders to drive the skill development initiative forward
- Responsible for task allocation, handling & coordinating assignments
- Ensure effective implementation of the skill development initiative program
- Continued tracking of the progress of the implemented programs, issue handling & providing guidance to the stakeholders as & when needed
- Build & maintain strong public private partnership to strengthen the skill development initiative
- Oversee the functioning of the Maharashtra State Skill Development Initiative website & its optimal utilization as the common knowledge exchange platform amongst various stakeholders of the skill development initiative
- Guide & monitor the State wide & District wide skill gap analysis & manpower survey on continuum basis
- Involve in exploration of novel methods & techniques for collaborating of various departmental / ministry schemes with skill development programs
- Oversee & guide tracking of the beneficiaries of the skill development programs
- Presenting periodic reports on skill gap & manpower analysis & on the implementation of the various programs to the Apex committee of the Society
- To drive the skill development initiative of Maharashtra in a mission mode & result oriented manner

- Involve in exploration of novel methods & techniques for collaborating of various departmental / ministry schemes with skill development programs for the allocated region / sector / sectors
- Oversee & guide tracking of the beneficiaries of the skill development programs
- Presenting periodic reports on skill gap & manpower analysis & on the implementation of the various programs to MSSDS
- To drive the skill development initiative in the allocated region / sector / sectors in a mission mode & resulted oriented manner
- Overall responsible for financial management including budgeting, funds management, compliance with reporting requirement and audit of MSSDS.
- Act as a treasurer of the Society & responsible for overall finance and accounts procedure of the Society
- Develop financial capabilities and capacities in implementing agency to deal with the finance and account procedures
- Liaise effectively with State Govt. departments & personnel on financial matters
- Advise the Board/Governing body on all financial matters especially on financial policy and strategic issues
- Keep the Member Secretary informed about financial position and financial performance of the project
- Preparation and approval of budget and financial projections/ forecasts
- Ensure optimal development of financial and accounting policies; finance management system; procedures for the project and its adherence to these policies and procedures;
- Ensure smooth flow of funds to all levels of the project organization, payment to various parties, and ensure adherence to service standards & ensure effective cash management including short-term forecasting.
- Any other finance / account related responsibility assigned by Member Secretary of MSSDS.
- The office registrar will function as the Principal administrative officer& will bear the overall administrative & management duties of the Society.
- Ensure that the activities of the Society are in accordance with the Act, Statutes, ordinance rules and regulations.
- Act as HR personnel & handle people management & related issues.
- Act as custodian of the records, the common seal and such other property of the Society.
- Maintain the minutes of all meetings of the Governing Council& General Body, and of the boards and committees appointed by the authorities of the Society.
- The Registrar shall have the financial-powers to sanction any expenditure up to Rs. 2,500 or defray the expenditure up to the limit of Rs. 2,500 without prior sanction of the designated authority.
- The Registrar shall exercise such other powers and perform such other duties as are prescribed, or are required from time to time by the designated authority.
- Responsible for overall filling of the documents, record maintenance, data management & other related activities.
- To collect the relevant material required for taking action on a receipt viz. file on the subject, if one already exists, other papers/files, if any, refer to any receipt and any other relevant material etc.
- To supply other relevant facts and figures and also papers pertaining to previous decisions of policy.
- To prepare routine letters/replies for approval where noting is not required issue reminders.
- To maintain daily work sheet, and to submit weekly arrears report to the Section Officers and/or Assistant Section Officers.
- Preparation monthly arrears report and submission.
- Officers and/or Section Officers for perusal and guidance/instructions.
- To submit dak to the Section Officers/Assistant Section Officers daily, dispatch and watch every entry in the register bearing the initials of the recipients of the letter/documents etc.
- To prepare list of letters issued during a fortnight to which replies have not been received and for which reminders are required to be sent.
- To send relevant extracts or any part of a receipt, through Section Officers/ Assistant Registrar/ Superintendent to the Section, branch concerned for remarks and/ or necessary action.
- Any other work assigned from time to time, by higher officials.

3.1 Decision Taking Mechanism of Maharashtra State Skill Development Society (MSSDS)
- 3.1.1 As mentioned in AFR (Administrative and Financial Rules) of MSSDS, CEO/Member Secretary takes the final decisions on different matters/subjects as per powers vested with them according to relevant Rules/ Acts or Government Resolutions.
- 3.1.2 Decisions are taken by the CEO after considering the opinions/comments of the officers including Mission Co-ordinator, Skill Mission Officers, Finance Officer and Office Registrar in the relevant matter/subject within the rules, regulation & guidelines of MSSDS/Govt.

7. THE PARTICULARS OF ANY ARRANGEMENT THAT EXISTS FOR CONSULTATION WITH OR REPRESENTATION BY, THE MEMBERS OF THE PUBLIC IN RELATION TO THE FORMULATION OF ITS POLICY OR IMPLEMENTATION THEREOF
To formulate Policy & implement the Skill Development in the state of Maharashtra, following various Committees are formed. Each Committee comprises of all the heads of the relevant departments of the Govt. of Maharashtra as well as participation from the public like subject expert, Industry etc. is ensured.
- A State Apex Council for Skill Development has been constituted under the Chairmanship of the Chief Minister.
- A State Executive Committee for Skill Development has been constituted .
- Maharashtra State Skill Development Society (MSSDS) is established as state nodal agency.
- Commissioner, Employment, Self-Employment & Skill Development, is the Mission Director for the State Skill Development Mission.
- Divisional Level Committees are formed for effective implementation of the mission under the Chairmanship of Divisional Commissioner.
- District Level Committees are formed for effective implementation of the mission under the Chairmanship of District Collectors.
